`15 years ago, the National Assembly opened on May 31 and promulgated a Constitution through the historical general election of May 10, 1948 under the supervision of the UN Commission and thus our democratic republican government was established on August 15, 1948.
During the past 15 years, the government, for the purpose of achieving democracy, has made all out efforts to carry out the great tasks in the sphere of political, economical, cultural and social affairs for the reconstruction of our country by overcoming numerous difficulties. As a result, we have settled the firm basis of the nation.
In order to celebrate this significant 15th Anniversary of the Republic of Korea, a 4 Won commemorative postage stamp will be issued on August 15, 1963.`
