`December 12, 1963 is the 15th Anniversary of the U.N. recognition of the Republic of Korea.
Korean people, historically, liberated from Japanese rule on August 15, 1945 in accordance with the Declaration of Cairo and Potsdam. But unfortunately, Korean people no sooner enjoy independence of their country than Korea was devided into north and south along with the 38th parallel which was caused by the Soviet Russia`s irrational demand for extending communist block.
Under the circumstances, by the endeavours of free nations, not speak of the U.S., general election was held throughout south Korea on May 10, 1948 under the supervision of the U.N. Temporary Commision on Korea, and from this election the Government of Republic of Korea was born on August 15, 1948.
On December 12, 1948 the U.N. General assembly recognized, by an overwhelming majority, the Republic of Korea as legal government established by means of fair election. Also, for protect this Republic, U.N., designed to maintain world peace and security, realized in Korea the principle of international collective security for the first time in history during north Korea and Chinese communist forces invaded. Thus, the Republic of Korea has been rolled as one of the touchstone of the U.N. In spite of the Republic of Korea has such close relations with the U.N., she is not yet allowed membership in the U.N. due to the veto of Soviet Russian Block.
At any rate, we have to do our best for joining our Republic to the U.N. and she must be admitted member nation of the U.N. whatever the circumstances may be.
On the occasion of the 15th Anniversary of the U.N. recognition of this country, this Administration issues commemorative postage stamp 4 Won, with the design depicting national flag and U.N. building and its mark.`
