`More than twenty social organizations including the Korean Boy Scout will jointly launch a nation-wide movement for proper guidance of the youth under the government auspices by designating the month of May as the Month for Proper Guidance of the Youth. The proper educational guidance of the younger generation has become a great concern of any nation today because they are the ones who are to be called upon when grown up, to contend the rights and wrongs of the national future. Many children of misfortune were born in Korea resulting from the repeated occasions of social unstability since the Korean liberation. The mental uneasiness ensured therefore necessarily inflicted unsound influence on these children who were left alone to grow up wild without proper discipline and later on turned out to be the source of various vices of the society. In as much as the state of affairs as such is unfortunate to both the people and the nation, every one of us is urged to join together in saving these poor and hungry youngsters from the streets and help them put right their twisted thought, instilling in their hearts new light and will of life by offering to them our warm love and tender admonition. To help them conceive bright and beautiful dream for the future is our duty and responsibility in the interest of fostering a sound national character among the people and serving the far-sighted national policy. On the occasion of the month for proper guidance of the youth, the Ministry of Communications has the pleasure to announce the issuance of a special postage stamp, in its appeal to the public to join in this worthwhile movement with their hearts and souls and thus helping the nation to bring about a even more cheerful and true community.`
