`The National Taxation Office was established on March 3 last year in order to reform the unfair and irrational tax assessment in the past and to execute a serene tax administration that can be acceptable to every citizen. On its first anniversary this year, the Government has decided to commemorate the establishment of the National Taxation Office every year from now on by decreeing March 3 as Tax Day. Paying tax is a duty of a citizen since our taxes primarily constitutes the national financial resources that are used to improve the welfare of our people as a whole. Not to mention the national defense and the public order, our taxes are used in the social welfare programs and the national constructions such as education and medical facilities, fire-prevention, and road construction and maintenance, etc. A new ``Green Tax Reporting System`` is employed by the Government to expedite the voluntary payment of taxes by the citizen and thus to increase efficiency and impartiality in the taxations. The Government also sees that any unduly imposed tax be readily readjusted. Today, our national economy is growing rapidly and a new age of abundant livings is near at hand by the virtue of effective policies by our Government. At this juncture, we are required to work hard, to live thrifty lives and to discharge our duty of paying taxes to help achieve a self-sufficient economy and better lives for tomorrow. By doing so, we can build a welfare nation in this country. The Ministry of Communications issues a stamp to inform the people of the first Tax Day and to convey the importance and necessity of the national revenues. `
