`Every year this country suffers from flood and drought which cause a great loss to this nation with average annual damage of 820 million in drought and 630 million in flood disaster.
While the whole nation are devoting themselves to the work of production and construction in an effort to prompt the economic growth and to build a wealthier nation, it is disheartening to see that this painstaking effort is offset by the damages wrought by flood and drought. For this reason, it is equally important for us to take preventive measures against this natual disaster.
An example of Egypt which has constructed Aswan dams in Nile river and or an instance of Israel which has built a web-like irrigation system turning the barren field into a fertile land teaches us a valuable lesson that man with his ability can conquer the nature.
Our Government has been undertaking various anti-flood and anti-drought projects such as development of water resources in a nation-wide drive to prevent the natural disaster, to underline this government effort, the Ministry of Communications has been issuing each year an additive stamp for flood and drought relief, beginning in 1957, and this year it also issues two special stamps for prevention of damages in advance to prepare for possible natural disaster.`
